Build a multiplex dwelling

Step 1: Research your property, engage a designer, and contact City staff

A. Determine if your site is eligible for a new multiplex

Review the how-to guide and zoning regulations to determine if your site is eligible for a new multiplex.  These resources will help you plan the design and other key details of your multiplex proposal, such as how many units are allowed on your site.

B. Review other property attributes that may affect the construction of a new multiplex

C. Engage a design professional

When a separate development permit is required, we recommend that you engage with a qualified design professional to help you navigate the process.

D. Contact City staff

Are you looking for general advice on regulations or submission requirements? Please contact the Development and Building Services Centre.

We strongly recommend that you get advice and feedback on how your proposed design or land use addresses applicable by-laws, policies, and guidelines before you submit a formal development permit application. We are available to answer your questions and provide guidance on your proposal at any time.

Step 2: Confirm electrical servicing requirements

BC Hydro may require electrical transformer capacity upgrades for the site.

Several weeks before you apply for a development permit, request an electrical design connection with BC Hydro to:

  • Review your project's electrical needs and the area's existing transformer capacity
  • Evaluate if your site needs an overhead or underground electrical service connection, and a transformer
